About Foothills Canine Rescue

FCR was founded as Pet Partners Network in 2008 by the late Judy Cary. We started as a foster-based rescue with Tractor Supply in Lenoir as our primary adoption venue from 2009-2020. In 2014, we opened our resale store, Waggin’ Tail Resale, and in 2018 we relocated to our current location, upscaled our merchandise, and expanded our store name to Waggin’ Tail Resale & Marketplace. All proceeds from our store benefit our continued rescue efforts.

In 2020, we broke ground on our shelter build-out, and on January 1, 2022, we opened The Bunch Anderson Life-Saving Shelter. In January 2026, we opened our new Adoption Events Center, where we host multiple events each month, featuring our home-based foster dogs and making them available for open adoption. In March 2026, we reimagined our “shelter” and renamed it The Bunch Anderson Foster Suites. These suites are reserved solely for dogs we pull off last-call rosters at our local and nearby animal control facilities. These residents live on-site until they can be placed into their forever homes or moved to foster care.

The Foothills Canine Health Clinic will open in the Fall of 2026. We will first provide on-site services for our own rescue dogs and then, as we grow, offer select services at an affordable price to our community. When the facility is fully funded and staffed, we will open to the public. Please keep an eye on our Facebook page for progress.

Our goal is to find forever, loving homes for the homeless dogs in our community while working to reduce the dog overpopulation through rehoming and spay/neuter efforts until euthanasia rates at our county shelter reach zero. Through adoption and foster programs, lifesaving shelter transfer partnerships, and an extensive volunteer base, FCR saves the lives of hundreds of dogs each year in and around Caldwell County, NC.

We are a community-based, 100% volunteer organization and rely solely on the generosity of our donors to continue our life-saving work for the dogs we rescue, as we receive no funding from government agencies. We know that together we can make a difference, one dog at a time. Please join us!
